Is $4,500 a rip off for someone to design me a website?

I just had a meeting with a web designer for a website for a clothing line i am launching, he showed me what i would be getting and i was extremely impressed with it it was all very proffesional and i really like e-comerce and the way i can customize the website without knowing any coding or anything. He is also doing all the hosting, domain name, email names, and logos. We will eventually start selling about 250 items on the site so it will be pretty big. Is $4,500 alot?? He said he normaly charges around $10,00 but since we are family friends he cut the price.
