Searching for a college in Japan?

I’m only a beginner with Japanese and I’ve been looking for an opportunity to study abroad for a few years now. I will be separating from the military in less than a year and I’m trying to find a university in Japan that provides instruction in English. Eventhough the main purpose would be to learn Japanese and major in Japanese studies with possibly a minor in international relations or business, I would need courses conducted in English. I’ve been searching the web and making phone calls for months but can’t find any university that meets these requirements. Does anyone have a list of schools where courses are conducted in English but majors are offered in regional studies and international relations?

People living near San Francisco?
